They did hack some FBI calls, and listened in, so there are serious crackers in the group as well. Since anybody at any given time can be anon, it was bound to happen that someone competent got in the game as well.
There’s a difference between being a safecracker who shuts down a bank by breaking in using tools and skills, and simply showing up at the bank with 10,000 people to clog the front doors. What anon did with the CIA site is like the latter.
And shutting down the website is the ‘hacking’ equivalent to using a can of spray paint on the dumpster out back.
