No dumbass, it means anyone can ride.
It says “shorter or taller”, technically that specific height is blocked.
I’ll take the shorter ones because in theory, they should be younger.
It’s a sign post with two heights marked, you have to be shorter than the high one and taller than the low one.
Sure the sign is a little ambiguous, especially when it’s been conveniently photographed to obscure the marks in question but you’d have to be a complete imbecile to be confused by it.

It doesn’t say shorter AND taller of the respective marks. Your argument makes no sense. It would be easier to understand the exactly oposite (be shorter than the low one, or taller than the high one).

How is this a fail at all? It’s pretty clear there is a height bar behind the thing. As with nearly ALL rides at themeparks there will be a minimum height and a maximum height. You have to be shorter than the upper limit and taller than the lower limit.
Especially true on rollercoasters that go through tunnels, they are very strict about maximum height or raising arms.
I once rode a coaster whose maximum height was set too high, and had to duck to avoid getting my head clipped off by a beam.

it’s literally a little kiddie ride and to keep the bigger kids off they tried to set it to allow the little ones and their parents on but keep the bigger kids off. i saw something similar at the town fair recently and asked why it was like that
