Considering the position of the sign on the left relative to the picture as a whole (not being centered), I think the picture-taker intended both signs to be included. I’m guessing since a sign that states “Wait” and another that says “No Loitering” is contradicting and is considered Oddly Specific.
I am pretty certain that “No Loitering or Prowling” is not the Oddly Specific intention of the poster.
I guess if the picture was zoomed out and we could tell what the WAIT sign was referring to, it might be funnier. As it stands, it’s just a dissembodied picture.
