As I see it: the fail took place on the other side of this car, where it was hit (quite forcefully) by someone who couldn’t park. This car was then shifted sideways (towards the viewer), causing the tire to cave under its own friction.
1. No curb in the picture.
2. No scuff marks on the rim from this missing “kerb”.
I’m thinking one of two scenarios. It’s possible the car was hit from the other side and pushed off the tire, but there’s no obvious damage, glass, or reflections of emergency vehicles in the windows.
The more likely situation is that someone had a tire go flat, they got in the car to drive and noticed something wrong, and when they got out discovered they just drove the tire 1/2 way off the rim.
As the guy right above you explained…it’s not a flat tyre. The guy has obviously been trying to parallel park and managed to reverse fast enough into the kerb that the tyre has come off the rim.
Look under the car, you can see the kerb stone that he’s hit.
I am English and therefore will use English spelling regardless of the origin of the website.
Americans have the right to use American spelling on UK websites.
If I had to check the nationality of a website before I posted anything and then adjusted my spelling accordingly, I think I would go mad.

I took this picture. There is DEFINITELY a curb there. This car is parallel parked. The rim is up on the sidewalk. It’s not just a flat tire. The driver managed to push the car onto the sidewalk somehow with his/her terrible parking skills.
The fail: Pushing your sidewall so hard against a curb the tire comes off of the bead. Then not jacking it up and removing it. Then not noticing because SHE parked there anyway. You have to be a complete moron to do that to a tire. Like the kind of person who has never found a a task easy in their entire life. The person who finds everything a challenge. This is them.

the fail is that the car has been reversed against the kerb so hard that it has pushed the tyre of the rim.
