Everyone has both male and female hormones. Most men have low estrogens and high androgens, and vice versa. Some, however, have high levels of the “wrong” hormones (irrespective of their levels of the “right” ones.) In men, this leads to breast development, and in women, this leads to increased body hair (among other things.)
I think the misconception you’re running from here is that some women who have high androgens also have high estrogen. But it’s not the estrogen causing their hair growth. Estrogen simply doesn’t act that way on the body.

When there is TOO MUCH of a hormone in a body, however, it down-regulates the receptors, which in turn makes the body insensitive to that hormone, thus the tiny amount of testosterone that does exist will have the dominant effect (it’s all about ratios). This is exactly why steroid-popping weight lifters (taking testosterone) have shrivled balls.
