In a big city like mine all that would happen if it were locked up properly is they would steal the wheels and seat, and probably bend up the frame a little bit to show you how arrogant you were for thinking you could stop them.
Actually looking at the bike, it might very possibly be old enough to have French-threaded (a weird size incompatible with anything made today) headset, stem, bottom bracket and pedals .. So the guy might be trying to get it stolen after insuring it ..
maybe he didn’t bring a lock and there was a chain already locked around the parking meter column. so he draped it across the bike frame to make it look at first glance like the bike was locked.
Hi what’s up. This may only be a half fail. When i was a courrier It used to be a real pain to put a lock on the bike all the time. So I would just put the bike up against the railings and then slide the D-like through the wheel and rest it on the frame. It really deters opportunists who only take the bike if they knew it was unlocked. At a quick glance you see the lock and assume its locked who would put a lock there without locking it. I once came out of a shop and some kids were hanging around my bike when they saw me pull the lock out one of them said to me they were going to take it but they thought it was locked. This still looks like a bit of a fail though.

Unlikely. It would take no more effort to lock it around the top frame tube, so it’s ridiculous to think of doing this instead.

Peugeot bikes have been available in the UK for years, and so have Toyota cars, but I can’t think of anywhere that uses green kerbs!
