Actually, that isn’t true. If you compare the size of the skull to the size of the barrel, one could assume that the skull is visible simply because the skeleton is still mostly intact.

There doesn’t seem to be a separate symbol for toxic waste; if you google “toxic waste symbol”, the first three images are the biohazad, poison (skull and crossbones), and radiation symbols.
Hmmph. Yet another futile attempt to undercut the Darwin Awards.

I would say ‘adverse health effects’ is an understatement considering that the body in the picture is now just a pile of bones.
