The garden of innocents always has flowers on it, put there by anyone, not just the kids’ family. I think this picture would be a lot less funny if it was the part of the graveyard for children.

I dont think it is shopped. I mean businesses are sometimes built next to cemeteries. In my town there is a Chinese restaurant right next to one. Well on the same street a couple houses down but its practically next to it.

Agreed. Technically a juxtaposition is just placing things next to each other, or near each other. But the implication is for comparison or contrast.
