I think this is Amsterdam! I used to see this guy around a lot when I was younger but I haven´t seen him in years.

That is Henry and yes he always skates in this outfit through Amsterdam. Doesn’t matter if it rains or freezes he always goes around looking like this. It’s an ok dude who just does his thing and doesn’t bother anybody.
