It’s actually part of a disney snow whits figurine collection, and its of a chipmunk using the turtles shell as a washboard. From this angle you can’t see his hands holding whatever the “fabric” is suppose to be. here it is from a diffrent angle.

Even from that angle, it can be mistaken not knowing that’s linen and not some weird foreskin type thing or something…
I’m so glad I’m not the only one who recognized this! The turtle was my favorite ‘forest friend’ in that particular fairy tale

lol. it’s a poorly executed scene for Disney’s Snow White. It’s during the “Whistle while you Work” song-the chipmunk is using the turtle as washing board for a dirty linen. I guess they just decided to make it dirtier. ;p
