It was probably put up by a disgruntled police officer. Sick of getting called out to a “Man Eating Seagull on the beach” and breaking out the heavy artillery to go and tackle some Irradiated, Giant,, Killer, Monster and ending up pissed that its just some bloke having a snack.

This is in the UK. Looking at the harbour and lighthouse in the background I’m quite sure this is St Ives, Cornwall, which is part of the Penwith District.

But this is is definitely a fake. An official council sign wouldn’t be posted on top of a parking control sign.
