OMG! I was totally at Neuschwanstein this summer and saw him!! I think I was there in the month of July. My brothers and I saw him riding his bike up the hill, and almost pissed our selves laughing so hard.

i guess he is german. but remember that he is only copying faris al-sultan. in 05 he won the ironman in speedos. it is a nice climb up to neuschwanstein, just a brick workout from the staffelsee up to the castle. and his gf did the bike part together with him.
but still, this looks pretty much fail. EVEN IN GERMANY
