The arrow near the end of the sign usually means “up ahead”. I’m guessing that we had a lightweight, frangible protruding sign to warn people who kept hitting the heavyweight steel protruding sign up ahead.
Get lightly slapped with the plastic, think “oh crap!” and stop before doing some real damage.
Of course, it only works if they replace the frangible sign every time some idiot hits it …
This is just like a joke i once saw in the Beano (an english comic) when i was a kid: There was a sign stuck in the grass in a park that said “Please keep off this sign”. I always thought that was a good one!

The other side of it probably has necessary signage.
Vehicles (perhaps tall ones like trucks) are perhaps likely coming from the direction the photo is taken at such an angle that the sign is in play (perhaps from a driveway on this side of the building.
This kinda reminds me of the Photoshopped “Caution this sign has very sharp edges”… something that makes it obvious why the sign is there at all, is missing from the picture. Not necessarily erased, like in that other instance, just deliberately not shown in this photo. For humorous effect. Or whatever.

From the looks of it, someone failed to heed the warning. It appears that the sign once had protrusions of grandeur.
