Standard Virginia license plates are ABC-1234. So a hyphen is allowed as an addition to the seven characters because on a standard message, it’s there.

And why is it Virginians can get hyphens in their vanity plates? *And* use them as an eighth character? We can only get 7 characters and a half-space here, and no custom plates with hyphens.

Pretty amazing that it got past the state censors. All states have huge lists of unapproved plates. Once VA finds out they will undoubtedly demand it back and declare it illegal. Just like the other states do. They seldom have any sense of humor.
