Yet, I have to re-ask my question. Even if this is a ‘fail-blog’, your petitio principii-esque answer doesn’t fill my question. Just because someone wears a thong makes him a ‘fail’blog content? If yes, why? Explain.
Well, you don’t normally see cops wearing thongs so this being an underwear fail makes perfect sense to me.
So? You don’t normally see an 8-year-old kid making great art or a high-profile politician quitting his job to become a standup comedian, or any number of other startling things that are not fails. Unusual behavior doesn’t automatically equal undesirable behavior.

Believe it or not, it is not faked. However, it is from a “candid camera” comedy show out of Montreal called “Just For Laughs.” The people’s faces were blurred so the poster of the image could make it look like a serious photo, without anyone recognizing the actors posing for the photo with the victim. Why do I know this? I just saw that episode of “Just For Laughs” the other day.

This is actually from the Just for Laughs festival in Montreal, Quebec. They record a program called Gags where they pull different jokes on unsuspecting bystanders. In this the actor is dressed like a police officer and he bends over in front of the victim. There is another where below the belt all they are wearing is high heals, stockings, and garter belt.
