I agree. I bet about 6 inches of sand or woodchips are missing from the ground in the picture. The holes are meant to provide an even deeper cushion of sand or woodchips in places of impact. Don’t know about that concrete rim though… My daughter’s favorite playground was closed for several weeks once when they were putting in new woodchips and cleaning things up. Still, it looks rather menacing in this state!
