but judging by that unused helmet behind the courier, it probably shows that he was riding a habal-habal, a term we filipinos use for single honda motorcycle taxis, instead of his own courier motorcycle. and besides the fact that habal-habals are supposed to be illegal because they carry green private plates instead of yellow public franchise plates, it is ironic that it seems that the courier is more concerned of his safety by wearing a helmet, instead of the driver, because most of them can be seen without a helmet.

(the habal-habals or singles are considered illegal since they are private motorcycle owners conducting a “taxi business” or rendering profits from taking in passengers as a result of public use, when they are using green plates issued for private owners. it is only legal for a person and his/her vehicle to gain profits from public use of their vehicles once they have registered for a franchise from the land transportation office, in which they should be issued yellow-black public vehicle-for-hire plates.

simply put, imagine someone with a private car that takes up passengers, like a taxi, on his own and charges a fare from the passenger for use of his car. the habal-habals are a similar case.)
