The significance of the letters/numbers, which no one has been able to correctly figure out, is this: those letters/numbers mean this “boat” is registered. It is funny because that means that this “boat” was actually held to some sort of seagoing standards and passed, thus having a registration number.

Yeah it means FLOATERS, just apply the same principle as geek language
check it:
FL0 > flo (duh)
213RZ > ters ( 2 makes the ‘T’ sound; 1 is an ‘i’; 3RZ makes ‘ers’)
