It is not the common word for “dynasty” (chao2 – 朝) but could be some rare old character that means the same thing.

The third is “xian” or “fresh” – “haixian”or “seafresh” means seafood.

Basically it is (Something) Seafood Restaurant, implying that this particular restaurant is meant to also serve copious amounts of alcohol (jiu, the second to last character).

These restaurants are quite common in Taiwan, where you sit at low Japanese-style tables and get fresh seafood for about $3 USD/mini-plate, and are expected to buy lots of beer to wash it down.
