Actually, I think this might not be a fail, but actually a subtle joke.

Dogger Bank and German Bight are fishing areas off the coast of the British Isles, and people hear about them when the BBC broadcasts the Shipping Forecast (which gives weather forecast for fishermen). I think (it’s possible) that the signwriter was indulging in wordplay.
