This is a highway in India. Yes, we do have roads like this in many places. The "DL" on the license plate at 0:43 suggests that this is near New Delhi. The cars are all brands which are commonly seen in India. The accent of the guys recording the video is common among the younger generation, and it's a cross between a North Indian accent and an (imitated) American accent. If you're driving in India, and there aren't any cops around, there's only one rule: don't crash. Since everyone tries to avoid bumping into everyone else, the result is that the number of accidents isn't as high as you'd expect. Oh and the "refugees" on the truck are probably just farmers travelling to town. We do get refugees from China and Bangladesh, but New Delhi isn't near any border.
