Actually, I think he’s referring to the sign, which asks soccer players to play in the archery range. However, this presents a problem due to the fact that you could die if you are struck by an arrow…. or a bow thrown really, really hard.

the point is, it doesn’t have to be an edited photo, there are a number of possibilities-
it could be a small town, they don’t have a whole department of parks and recreation, and it’s one person’s job to do many things including having signs made, and that may be a low priority
the sign may have been done with stick on lettering, and maybe it said nothing like this in the beginning, but someone rearranged the letters for the humorous effect (i do that at work from time to time with our magnetic board that usually says “welcome to [the company]“- can get a few interesting words like enema, weasel, competence… I work nights, not much to do )
