I think the orange light is down (maybe that’s the fail ?!?) and the guy who photographed this took a quite long exposure time during some seconds when the lights changed.
I was thinking that. But then again, the background isn’t all that light. If it was a long exposure it should be lighter than that. Also, it’s also possible that the green bulb is just brighter than the red one (newer maybe).

Actually, we have something similar here in the US that is almost never interpreted correctly by drivers.
A solid red light + a green arrow means to pull up to the intersection, come to a full stop, then proceed to turn. Almost no one actually stops and just turns through the intersection.
I would assume that this light means something similar (full stop, then proceed), they just substituted an arrow for the solid light.
But how does that work, if you have, say for instance a lane that can either turn left, or go straight. You have the first driver in the lane who is turning, so he goes.
The person behind him is going straight, so he stays. But what if the person behind him is turning? He can’t go?

You only stop before turning when the light is red and you’re able to turn right on red, unless there’s a green right arrow, then you can just go. Those lights are too short to have more than like 2 people stop before proceeding.

You only stop of it’s a yield to oncoming traffic on green before turning left, but even then, you don’t have to stop, you just have to make sure you’re not going to be t-boned by a bus.

What you’re referring to is a full red light accompaigned by a green arrow.

Someone commented that it’d be confusing to drunks– not if you grew up with it. Also, at least in Germany, you get your license taken away *forever* the first time you blow a .08 (.05 if you were in an accident). Kinda makes the expense of a taxi worthwhile.
