It’s “Fuan” > 不安 just in a stylized font.

Means more “insecure” or “anxious” than unsafe, though it could be interpreted as unsafe, in an emotional well-being sense.

Now I remember where this place is – the witchcraft remark got the brain working again. Going from JR Akihabara, turning left at the Suehirocho station corner and on the left near the Koban.

I think it was around 1998 when I bought 2 340mb ide hard disks (in case one didn’t work) at this shop for 1000 yen to use as scratch disks to test-install something on. They both worked.
