It’s a french brand but not a french plate, the flag seems to be Serbia or Yugoslavia. And it was an accident cause custom plates are forbiden in Europe.

I’m french and I can tell you, for sure, we can’t customize our plates, except for members of the prefectural police.
I thought it was possible that a few countries like the US or Canada, but maybe there are many other countries where custom plates are allowed. But surely not in the European Union.
