In this case they do cancel.

“No fui a ningún lugar” (Literally: “I didn’t go to no place”)
Means: “I didn’t go anywhere” Double negation allowed. It doesn’t cancel.

But about adjectives…

“No correcto” (Lit. “Non/Not correct”. Meaning also “Non/Not correct”)
“No gracioso” (Lit. “Non/Not funny”. Meaning also “Non/Not funny”)
“No imposible” (Lit. “Non/Not impossible”. Meaning the same)

Double negations DO CANCEL when the “no” is negating an adjective which is already negated by a “in” (similar to “un” in english) prefix.
Double negation does not cancel when there’s a “No” negating a verb (where it works as “Don’t” or “Didn’t” or any other negative auxiliar) and then a negative word like “nobody”, “nowhere”, “never”, etc.

Hope the explanation is precise enough.

Besides, it’s that they forgot the “comma”. They usually do.
“No incorrecto” would actually MEAN “Not incorrect”. But they intended to say “No, incorrecto” which means “No, incorrect”.
Remember: In spanish “no” both means “not” and “no”.
You can know they forgot the comma ’cause they also forgot it in “Sí, correcto” “Yes, correct”. You can tell it’s not high quality, so… I’d expect spelling mistakes like those. (Also “Instrucciones” isn’t written “Instrucciónes”. The singular form is “Instrucción”, but the plural form has no accent at all)
Also, they made a carriage return, so I guess that should be interpreted as a pause, a stop, or a comma, or whatever…
