It’s called the “tapetum lucidum”… an extremely thin layer of tissue located just behind the retina which reflects visible light back through the retina. It’s the reason why (some) animals are able to have such great night vision. If you’ve ever look at your cat or dog at night and seen a shine in their eye- that their tapetum lucidum- the same thing seen in this photo.

God, I learned that in high school. What the f*@% are they teaching nowadays?

Alright, I’m going to explain this so no one else says “wtf is wrong wit it’s eye?”.
Cats can see in the dark, and humans can’t. This is because they have different retinas. Cat retinas are made of a more crystalline substance than humans, and it reflects much better than human retinas. So what you’re seeing is the kitteh version of red-eye. The camera flash is reflecting off the inside of the eye.
