These posters are placed around at the same height as the dog, and have a special characteristic: they received a scent treatment. Humans don’t detect it, but dogs can smell something delicious coming from the poster, and have the need to come closer and sniff it. It attracts the dog’s nose, and the owner’s curiosity.

Also, the dog is not failing either. There is a scent coming from the poster, attracting the dog. It’s their instinct to investigate it.
