No, yellow isn’t a real standard. Only a few countries use white/back, others use black/white or even red/white. See http://en.wikipedia.org/wiki/European_vehicle_registration_plates for a list.
But, it could be made in the Netherlands, the bicycle looks the same as used today, and the plate uses the xx-xx-xx style.

dude, its fake, look at the lines where the “paint” has gone between the bricks then look near the handle bars and seat area and notice that there is no line through the paint though on either side there a gap between the bricks.
The bike symbol is obviously faked. It would never be spotlessly white with no marks, shadows, reflexions, etc and perfect in every way.

the fact that the stripe is yellow means you can’t park along the edge of the water, it has nothing to do with bicycle lanes. funny prank though
