I actually witnessed a MAN cop do the exact same thing here in Michigan about 8 years ago…
long story short- the judge laughed his @$$ off & my “speeding” ticket was dismissed…

just for the record, that is MUD, not concrete. Concrete is not used as a paving surface for roadways, ASPHALT is. (no, that is not me being anal and just giving it a different name, for all the idiots on here, asphalt has tar and shit in it to make it somewhat flexible)

You fail, sir. While that is mud the cop is wallowing in, asphalt is only used for light to medium duty roads. Not high traffic stretches, unless you are in Illinois.
The germans (read: nazis) made huge streches of their roads using concrete. Actually they used big blocks of it, so when you drive from block to block it makes the car rumble. There’s no speeding limit on most of these german highways btw.
Anyway, if the nazis did it the americans i soon to follow…
